In a word no. From the prototypes on it seems they were always Aluminium, except for some of the newer carbon models.

I think 4130 chromoly is quite low spec, timberline kinda spec. What is the rear mech, I know that it may have been changed but it may still be original

You sure that's a flat end cap? Looks curved to me.

There were steel frames that had a flat end cap, but reserved for top end models as per alu, not made from scaffold pole 4130 straight steel.
