Looks like the paint or primer on the fork reacted catastrophically with the magnesium.

I'd say it's not a 97 Kilauea because of the cable routing,they didn't route the rear mech cable down the seatstay but a 98 Hei Hei did. Could someone have bagged there self a king Kahuna for pennies

It's a real puzzle.

I know you can't really tell just from pictures, but the paint job looks exceptional. Assuming it's not the original paint job then it must have cost a fair amount to get it done.

Why go to those lengths only to put the wrong model name decal on it, as well as the wrong tubeset sticker?

Definitley not a '96 or '97, but the '98 Kilauea had that cable routing, so I'd guess that is what this frame is (although visually I suppose it could also be an Explosif or Caldera which had the same drop-outs). They are really good frames, my daily rider is a '98. The paint job looks good, although maybe not on the masking of some of the stars in the close up shots. The stickers are obviously repro and all wrong. It has the 853 that should go on the Explosif but also looks like it has a "Kona Chromoly" decal that would have been on the lower end frames (like Caldera and Cinder Cone).

It also has cage bosses on the underside of the downtube...



Maybe a custom option or perhaps added later.
Catalogue says 1998 Kilauea had Columbus Nivacrom tubing.
