I think it may have an mini- engine at the back, but two sided recumbent cockpit…a quick internet search suggests it’s a TWIKE - with a small electric motor in the back.

I want to see more of that one on the left. It looks like a decent track bike, which has been fitted with a belt drive and (naturally) a Brooks saddle. Top points for incongruity.
