What the eff and jeff has a helmet got to do with anything???? The rider should have been on the road or not on a bike full stop.
The papers rarely encourage accuracy over "outrage"
Yes they should not have been on the pavement but I suggest we all have at some stage given the state and safety of the roads. I doubt he "dragged her along" but more likely it took time to stop from the momentum and shock of the accident.
Judging by the camera upon the house that captured it, they live on a very busy road and neither parent was exactly paying attention to such a small child given the location.
Where I will say the cyclist was a cock is that once the accident happened he did a runner so to speak and that kind of showed the true colours of the rider.

Busy roads don't justify riding on pavements.
But to be doing what looks like about 20 mph,
the dick would have been more suited to riding on the road.
And I hardly see child neglect there.
But that is merely my opinion, not an attack on any members comment.
I just hope the idiot cyclist will learn to keep off any pavements.
