small or very small frame

Looking for something the wife can use, so nothing fancy. Needs to be small as she is only 5ft tall and not that confident on a bike, other than the size it need to be cheep and I will consider anything but would like steel.

As long as I can build it up and it looks ok I'm open to anything but definitely no fat alu hydro odd shape tubes. On one type frame could be ok.
