Very cheap...and cute
The price is either a mistake or some kind of scam. The frame alone is worth more than $400.
Although he is saying size 15, it isn't a particularly small frame. It is 15" c-c of top tube, equivalent to a size 17 the way most makers quote sizes. It gives the impression of being fairly original, in which case the Judy dates it to 1997. That is supported by the healthy bb drop, which indicates that the fork isn't too long for the frame, i.e., it isn't a much earlier frame.
I would say this is worth twice the asking price.
