I don't know why people pay out their backsides (£1000+) for a modern touring bike with a basic CrMo frame, disc brakes or v-brakes and lower end shimano alivio/acera & cheapo Sunrace components.

you are quite right, however Dawes will be heavy and I think there are nicer pre-loved bikes out there for £50 which is not itself very much cash at all but you would end up having to spend quite a bit for decent wheels and some components in all likelihood. I have been eyeing up some vintage orbit gold medal bikes for instance that are a better starting point and perhaps cheaper overall to get to a satisfactory result and would also convert to gravel and 1x if so inclined
 
Its worth holding out for a Galaxy or Super Galaxy as they seem to pop up for less than £100 quite regularly at the mo....but I would have no problem pressing that Horizon into service.

As for Oxford bike works - I know some of those frames are made in the UK (though not the one you linked to @otherself). I don't class that as a massive rip off, compared to the Cinelli Hobootleg canti which weighed in at £1500 and even at the now heavily discounted price of around £700 is stretching the idea of value a bit. Microshift mechs, Shimano non series hubs, generic crankset....the racks are good though.
