No idea, but the guy doesn't take PayPal (which means you'll have a hard time if you want to make a claim for the item being broken or not as advertised) and has a serious disclaimer in the description.
Basically it comes down to the fact that he doesn't do refunds and doesn't give any warranty (which is illegal in the entire EU, so he should be reported really), and that you agree to that if you bid on it.

There must be something seriously wrong with that thing.

Have you never been on eBay.de, they don't like Paypal over there. And as he is a private individual selling secondhand kit he has no need to offer a warranty, there is no EU law that dictates that private sellers need to do that, only business sellers are governed by the distance selling regulations.

The shockster bolts on the back and offers a limited amount of sprung travel. They were awful as they lengthened your wheelbase and were basically pogo sticks! This was from the old days of suspension.

Am I just being completely stupid here (I assume so else it wouldn't have been manufactured) but isn't the travel between the rear fork ends and the brake mounts?
 
no, the entire top section moves, including the brake's mounting points and the U-shaped thingy above (sorry, my English isn't good enough to name all parts).
the "top" end of the springs is actually connected to the side plates.

Looks NOS, at the current price I wouldn't even worry about a refund if it turned up in a million bits. The disclaimer is typical on German ebay, as is the absence of paypal.

I wouldnt read anything into that and would expect the buyer to be able to buy in as much confidence as buying elsewhere on the bay.

That makes sense, I can almost see that now. I think it's just from the pictures I can't quite tell hope it's laid out.
