Shiming a 26.4 stem?

I thought I had bought a 26.0 stem, but it turned out to be a 26.4.
Is it possible or even advisable to shim a 26.4mm stem for a 26.0mm bar.


It won't pull up enough to even come close to securing the bar.

My other thought was perhaps the bolts length is preventing me pulling the two faces together enough.

I had read that you could use a Cinelli 26.4 stem on a 26 bar..but alas not in this case.

Plenty of bars originally came with shims. I would be happy to use one myself. Kitcheen scissors and coke can works well. You need to get the edges filed smooth so there are no high points etc.
