Assuming that they are anodised, I'd be tempted to use Oven Brite to strip the anodising before starting the hard work of polishing. From my basic understanding the anodising make the surface harder - once this is stripped off it'll be much easier. I did this myself on some CODA cranks that were black anodised with a rough surface, and they came up well, and kept fairly shiny
