Shimano down tube levers

Having come back to road bikes after a long break, during which I sold the 2 bikes I had, I have bought a 90's Carrera Monza. It was bought cheaply and needed minimal work to make a nice useable bike.

The last road bikes I had all had friction levers on a clamp! This one is modern (for me) with RX100 downtube index levers on brazed bosses. The left hand lever does not come to rest where it should though. To click into place with the cable at it's slackest the tip onf the lever sits BELOW the downtube. I have taken in off, examined it and refitted it but can't see anything obvious.

I can ignore this foible, but would like everything working properly. Is the lever knackered or can it be put right? Anyone know?
 
I think that the lever is 90 degrees out. Disconnect the cable, undo the lever bolt and turn the lever through 90 degrees. Refit.
 
some late left DT levers had a spring in them to assist against the FD spring , I dont think its a huge problem as long as the FD limit screws are adjusted correctly
