Just swapped the spacer over to the other side and it seems to be working. (well on the stand anyway, will see when I actually ride it).
Don't know why I didn't think about that before. It's not perfect but it'll be good enough for me for now to last the winter. It's a £20 bike, I'm not going to be too fussy as long as it works for a few months.
