You need a bench vice with a spanner in it my good man. I've taken on a couple of seriously seized pedals lately. Plusgas is very good for this, also a soak of Wd40 for a day or two and then go back to it. If you get stuck I think I have a 170 mm Shimano arm although it won't match.
