Yes it would but you need to put the correct diameter in, if you don't then you will damages the seat tube area where you clamp it...... .4 of a millimetre is a big amount to be honest.

Can I shim it out?

I know a 0.4 is big enough difference...after mearsuring the post i got i bought a 27.2 and that doesn't fit.
It wasn't until I took the old one out (which is used to hold the bike in the stand) did I find the size marked on the post :oops:

Since I've now seen the same post but 0.4 smaller I was hoping she would work.

Do shims exist to allow it to fit.
I know I shimmed the post in my road bike 10 years ago.
 
The problem will be the clamping area. It will be tiny. You'll only have a few mm in contact with the post which may result in the post rocking around (the christmas tree) in the tube and potentially causing damage internally or even ovalising the tube long term.

0.4mm is too much of a gap - I thought I'd get away with a 26.0 seatpost on my Ridgeback when a 26.2 was required. Even 0.2 was too much of a gap (did shim it with a Coke can though which you could always do, wrapped around a couple of times).

26.4 seatposts aren't too hard to get. Or get a 25.0 USE post and shim 8)
