Seatpost clamp size?

Bit of a dilemma: My seat tube external diameter is about 28.6mm, but I can't for the life of me find a clamp that size. Would a 31.8 tighten up enough to do the job, or should I buy whatever's the next size down?

You won't get a 31.8 to tighten. You need to find one the right size, sorry.
