I’ll have to check out those bar ends and compare them.Bar ends look like they clamp inside the bar from the pics, or at least on my mobile. Perhaps they are black answer hyperends? If not, maybe x-lite. I did cut down some onzas bitd, but the ones in the pic look like they have silver metal end caps which the answer ones had.
Seat post looks quite ringle in style, but not seem one with markings on the side. Similar style ones include early syncros, use, roox.
So I’m not entirely sure but 93-97. Italian parts in the bike mainly.What year are we? Late 90s?
Roox, Shannon and no doubt others use that bar through design.

Kalloy I think owned the patent to the design by the mid 90s?

The seatpost tube may well be a custom carbon tube, since they had the tools to make them themselves.
