Ok my seat post is 31.2.

Could I get away with a 30.9?.

or just shim it. Their are no boundaries when you can just shim it. I have a shim on the stem. Had one on the post. steerers can be shimmed.

30.9mm is a very common size especially for m2 and on stumpies.
I believe that orange have gone to 30.9 on the five from 27.2
