If they're "one and the same" because they all went to war a lot then obviously the answer is a world government.
And it's a bit weird to talk about "peaceful coexistence" and tribes amalgamating. The only amalgamating that happens is when one tribe gets strong enough to wipe out another with violence, or by "civilizing" the "lesser" group into being just like them. Ever hear of the Welsh Not?
And then when you've finished slow-motion-genociding your way into an entire country having a near monoculture, then you get to have big sodding wars against countries with other monocultures. How peaceful.
Funny you mention the EU and international law: The EU is made up of supposedly equal countries, and they each get a say. In the UK, Scotland's votes only actually effect anything when the stars align, so it's no wonder they get shafted on public funds.
So there's a democratic deficit inherent in the system, the seat of power is somewhere else, and they're at the smelly end of your "peaceful amalgamating". No wonder they're trying to leave.

The history the world is that of peaceful coexistence spreading as small tribes amalgamate to form larger ones. To reverse this natural process is going to be painful and will have many unintended consequences.
