i can't see it correct but it looks like the top half of the headset is missing and therefore the angle looks a bit odd

It's got no headset, so the forks are sitting oddly in the frame.

The Scott Sub forks, that is, that aren't designed for this bike - IIRC they're for 700c wheels, I think.

It's a collection of bits that happen to more-or-less slot together, it's not a basis for building a bike...
