Whispers and nudges....downtube gear bosses though.....so what is it?! Some sort of hybrid - earlier than my '93 BOTE which has removeable rear derailleur hanger?
A 1990 SH200/ 400 looks promising or the ST range. The 130mm rear leans towards a 'road' bike after all.

Good call, front rack mounts halfway down the forks and sloping crown too. The missus has been moaning about how heavy her Dawes Reynolds 500 commuter with basket is (that I built her!). Maybe, just maybe.....
