rust- does it look terminal?

I have an eye on this but I'm a bit concerned about the rust on the seat tube. Its 40 miles away so can't look in person. Any advice on whether it looks bad in the position its in?

Agreed, looks surface. Bike diesnt have the 'left outside for years' patina.

Well. I got it for £30. Seatpost is fine! Saddle and chain sadly aren't. Thanks forvthe advice. Thee frame seems solid.
