anyone know what they are and whether/where i can get a new steerer???

Look very Quarda like to me, poss Quadra 21's?

looking at the topcaps and crown I would say they are Quadra 5, exactly the same as the original Quadra except they have a silver crown not a black one. They can have preload adjusted in the elastomer stack by removing the rubber bungs on top of each leg and an allen key inserted and twisted. The steerer was a press fit number so you'd need a special tool. To be honest they are probably not worth it as they were the cheapest in the RS range at the time!
 
They are a quadra 10.

I have a pair in my shed.

The mags were all oil filled and the quadra were kryptonic elastomer based.

You can get a steerer pressed into it if you find a donor steerer and someone with a hydraulic press.
 
jonnyretro used to have a press available for use, but not sure if he still offers the service, he hasn't posted since April.
