Found some 1995 Rockshox Judy SL for sale, seller says they are in good working order, they certainly look in good nick. These would be perfect for my current build project, however, are elastomers still available for these or can I convert them to springs or even air cartridge? Just weighing up the options before I say Yes or No.

speed springs and englund air carts were available

good luck finding any though

I have a set of RS Judy DH with Englund cartridges, the ride is ok, but they tend to bottom out easy and they don't seem to last that long (at least in my case). They are however fairly light. I would go with a spring conversion if I had to convert those shocks again.

You can also try Hippie Tech in the US and see if they can rebuild them if you decide to go that route, though it might be pricey. I just had a pair of Sid Race Ti shocks that came back from them and they are like new. I must say they do nice work.

should be able to get hold of some springs and a better cart from a later fork - in the worst case you could buy a 98 judy xc or something and rob the internals. alternatively go for the air cartridges.

tim flooks will carry all the spares you will need for them :)

I use a speed spring in one leg and elastomers in the other.
I have used them like this for about 10 years now and have had great results with them.

I also have some air cartridges somewhere for them from way before the sids came out.

Should be worth a look for you anyway, great fork

Air cartridges are still available, but are getting scarce.

A few sites in the UK list them in quantity. Cambria has some. So does Yellowjersey.org. Fuerza.be lists them. There is always eBay, where I got a new set recently. You will pay more for the cartridges than you did for the JUDY SL, but hey, it will be an insanely light fork.

They come up on eBay. I am not sure though if Total Air (Englund, EKO Sport) were designed for shocks as old as 1996. They can probably be fitted anyway, provided that the travel and stanchion diameters are the same.
