I did think it looked a bit odd, the decals don’t look right But I’m no expert On these.

Probably found Ritchey printed or embossed on the frame and with the help of Google put 2+2 together and got 5.

It has Ritchey dropouts, but other than that.. I do like stainless steel frames, though, whatever it says
