could you confirm if its Ti or SS

I'm afraid I can't. The paper with it doesn't say. I'd assume if it was ti it would state that. It weights 40g (according to the paperwork). Maybe you can work it out from that? For the sake of argument i'd assume it was steel.

the ti rod models tend to have the back of the lever thinned down / cut out whilst the steel models were left 'solid' that is at least how my set were bitd 1992

ah yes - Ringle Ti skewers have a milled out rear section for extra lightness and the SS ones skewer is threaded along its entire length (the Ti ones are only threaded at the end). I was really looking for a Ti seat binder in blue to match a pair of Ti wheel skewers - but I'm glad someone is giving it a good home.
