Bottom pull derailleur.. under bottom bracket plastic guide ...shifters on downtube...easy peasy
I can make a shim for whatever tube size to derailleur no problem! Select a piece of tube bore it out to match seat tube OD then turn the outer down to match derailleur clamp size...easy peasy quickly lemon squeezy!

What you could do is spend half a life-time searching for one of these, and file off that Simplex DT lever boss.
