I think this has been for sale before. It's a 1996 size 19 and red must have been an option colour that year as the standard colour was 'Gange Green', a kind of green/brown. This is the first red one I've ever seen and quite nice IMHO.

Remember a 96 size 19 Cinder Cone is the same length as a pre-94 size 20 Cinder Cone or an any-year size 20 Hahanna or Fire Mountain!

He reckons the top tube length is just under 23".. Should'nt it be 23.5" on a size 19? :? If it is a 19 then I'll have a crack at it.

head tube length gives it away as a 19" and yes effective TT will be 23.5" as the seller has just quoted the CC length.

An hour to go and it's £82 - that's more like what prices should be IMHO - no bb, no seat clamp, no canti cable guide, just a nice frame, I wonder if it'll reach £100? Or maybe £82 is as far as it goes.
