Restoring Clear on vintage Titanium Frame

I've got a 90's Lemond titanium with blue into clear fade on the top tube. The clear is badly chipped, any tips for restoring it? If I sand it back, I'm worried it'll not work with the rest of the frame, which is quite dull titanium under the clear.

Have zero experience restoring Ti frames.
