Removing seat tube clamp from steel frame?

I have picked up an old steel frame that is mostly in great condition - but - there's always a but, the metal band welded to the top of the seat tube has started to come away. It measures 28.6 OD so my plan is to "remove it" and use a standard external clamp

I am a little unsure how to go about this, do I need an angle grinder and patience or is there a better way?

Post a quick picture if you can, just to be sure..but, yes...careful angle grinder and patient filing/sanding will be OK.
