Basically it's a 28.6 tube with external butting so it depends on the wall thickness how much room there is left for a seatpost.

My Kilauea has a 1.3/0.6/0.9 seat tube and it's supposed to take a 27.0 post, but in fact takes a 27.2. I'll be happy to be corrected if I have this wrong, but I believe the logic is that the 1.3mm end is the top, and the tube is basically a 0.9/0.6/0.9 plus 0.4 of external butting at the top. So in theory the room for a seatpost ought to be 28.6 less twice 0.9 = 26.8 less 0.1 reaming = 27.0. But in fact I have two Kilaueas and an Explosif, all with 1.3/0.6/0.9 tubes and they all take a 27.2, so I guess they've reamed out 0.2 not 0.1. My Lava Dome has a 1.3/0.7/1.0 tube and that does indeed take a 27.0 as per Kona's spec, which seems to follow the same logic.
