REI Novara team ...is it a park pre???

Hello ,
Would Anybody have any hints as to the maker of said REI Novara team 1994?
I have narrowed the frame down to a park pre but just a little unsure who made these.
I think ibis made the REI novara range in the earlier days.
An interesting little bike for sure

don't know if you are still here but i have a 1995 Novara Team-SL, essentially the same bike as above; SL indicates Tange Ultimate Superlight tubing, which may not have been part of the name in 94; from various ParkPre photos i've found, the build details match the 94-95 ParkPre 825; the (apparently) nickel plating is what ParkPre called "ti plate"

as for who built the frames, looking over a serial number format list i've concluded mine matches the pattern for frames made by Fairly Bikes in Taiwan (my serial # is F5107nnn = Fairly, 1995, 10th month, frame # 7nnn); other sources show that Fairly manufactured most of ParkPre's bikes, so it seems like Fairly used the same design for Novara — there might be slight differences
