Random unknown bike ID? help

Hope it is ok to post this here but I'm trying to ID a a weird but interesting looking frame I found. Anyone know what this is? I'm guessing mid to late 90s? Is this a Chumba? It looks a little familiar to me. Any help greatly appreciated.

How come the main pivot area seems to be invisible? I can see the down tube through the swing arm.
