Probably came originally with painted-to-match suspension forks and noodleless stem.
Maybe the forks broke and the owner purchased rigid forks & stem with noodle but couldn't get ones with Rain Forest paintjob anymore.

What kind of fork is that? Strata or unicrown? It seems a bit long, is it for a bigger frame than 19?

Yeah, with sponges. It can be seen when looking at the paint close by.

Can't be, the larger ones wouldn't fit. The 18" and 19" frames use same length steerer.
