Sign up to photobucket, they have tools then to crop to the correct size for bulletin boards like this you want the 800 by 600 size. I have a 15mp digicam, which as you can imagine gives huge images, reduces them spot on while retaining decent quality.
Its a lot less hassle than Pink Bike or Flickr and all the PS and MS stuff which is really fiddly

I just use MS Paint. Open that, then Image -> Stretch/Skew and 40% usually does the trick for here
