Not sure.
The top bearing race appears to say PAUL COMP etc. etc. plus "zzzzzzzzzz BREV", as per Campagnolo.

If it's by Paul, it will need all the correct proprietary O-rings, springs and adjuster screws to function correctly; Even then, it will be a bugger to adjust; One critical dimension will be machined to a non-standard "standard", meaning it won't fit your bike - or any other bike in the known universe. Then it'll break.
