The F at the beginning of the serial number stands for Fairly Bicycle Company, a Taiwanese frame manufacturer.
As I said, Parkpre Italy are not connected at all to the defunct Parkpre USA.

Are you sure it is a 15 inch frame? The 42 on the bottom bracket may mean 42cm size, which equates to 16.5" - Just an early morning thought.
