PACE RC36 Stealth - lockout - QUESTION???

Hi, I'm looking at getting this fork but I know very little about new forks.

Any good? I think its like 2003??

How does the lockout work? Can you lock the fork at half compression or only lock it out at the top?

Here's the manual.
They are decent forks, I have a set on my Litespeed. The lockout works throughout the fork travel range, I tend to use mine when going up or for road riding.
