I think this one was discussed on here last week with a stuck bottom bracket and other problems. Looks like it's been returned and relisted.
I'd be wary with a description that short,

"Pace RC200 RC-200 Racing Chassis 7000 Series Tubing"

I bought it,but once delivered it had a few problems after being told it was all good. Yes,bb seemed to be stuck solid and seat clamp had a non standard bolt fitted which had split
