All I can remember is that there was a massive premium for "proper" tubes at that time, and a good number of ti manufacturers were using rolled and welded in lieu of proper tubes, especially on the more expensive sizes.
 
It looks very much like a split on a seam weld I have an identical but longer crack on an early Enigma that was on a chainstay.....and that was a rolled seam I think.

If this was a split tube another repair option is to fill the tubing with high strength epoxy
As I mentioned previously the chap couldn't answer my questions regarding how many gears etc etc

There are now two photos of the crack so maybe the second one is new? Marginally better than the first.

Wouldn't a seam crack be straighter?

They tend to start straight then weave around a bit and drift off line depending on the heat affected zone and weld quality.
