It's steel, and the disc mount is certainly a later addition. Could that be the remains of a nickel plate finish showing through the chipped paint?
I don't believe the frame is intended for a 1 1/4" steerer. The head tube of a 1 1/4" frame measures 37mm internally, probably 39mm externally for a steel frame, which would make it bigger than the seat tube. The advert says that the head tube is 1 1/4", which might (taking things literally) mean an overall head tube diameter of 32mm, i.e. a 1" steerer ...
