Well, it would need a fork for non-suspension corrected geometry. I would have said less than 40cm (roughly)...but I will try and get a tape measure out on my p7 later

I make the axle to crown length on my 1995 p7 roughly 39cm (literally just measuring between the two points in a straight-line).
Assuming a 71 degree head-angle that gives a vertical height (i.e perpendicular to the ground) of about 36.5cm.
Will also see if I can get to an earlier clockwork fork sometime, for comparison.
