At least you know the seatpost isn't seized, there being less than 10mm of 'post in the frame.

Its just as well its by the stairs as surely any normal height rider would first need to climb them to straddle this bike

Blimey, the saddle is in a different postcode to the bars. Didn't even know they made posts that long!

Position of the mudguard suggests it's been ridden like that. If so, how is the seat tube still connected to the top tube?

Maybe the guard is there for a smooth landing when the post eventually gives way and you use the bum brake.
