thats what i thought at first but couldn't see another one at opposite end? spose could be for a contoured pump?

yes, that's a pump peg waiting for the painted to match Silca pump...
the pump head is shaped in a way that it safely sits in the joint of top and head tube (or any other tube joint). do you guys really don't know these pumps? they were the norm 15 and more years ago and i still have one on my road bike...

the handle on the silca is shaped too to fit "around" the tube. the peg is just an additional way to fix it in place. i was just worried that i am old now ;)
