The only pedal I can find of a similar shaft is one made by RF Hall and it had a patent registered.
The cage however is of open type

Judging by the age of the frame I would rule the name out.

Have pictures of 6 different models .trouble is they are to small to be of much used.

Those pedals have a bit of a home spun look about them. If not the bodies then the side plates at least. They look purposely made for very wide feet unless it is the pics making them look that way. Definitely out of the ordinary and if they are an off the shelf pedal they would have cost a bit i reckon.
