This is the original [ie. 1990-1] Tioga Carbo seatpost and uses the head clamp assembly from the SPA-350 rather than the later DL2001.

LH requires mounting bolt and the clamp has been modified to remove the old one.
The thread is fine. You will need a new M5 x 0.5 x 16mm bolt to replace the missing one.
RH could do with a clean as it's a little notchy through the mid gears.
