odd place for seatpost binder/quick release

Searching for Nishiki bikes I saw this recently. A 1987 Nishiki Meridian. I had to look twice before I noticed the seat post quick release location. Anyone know of any other manufacturers that used this design.

Thanks for that scan pete_mcc. I thought there was no way that quick release could be moving the tubes there. The Meridian must be an internal cam system too.
