It's to do with the angle / rake the threads are cut at as far as I know.......they are different but still do the same job :)

1" = 25.4 mm could be a clue !

I have found before that Italian manufactured components are often specified in the metric equivalent of the imperial measurement.
So you have both an English headset and an English box.
 
I have now compared and English and Italian HSs

The Italian is marked: 25,4x24F ITALIA (sp?)

The English is marked: 1"x24TPI ENGLAND
 
25,4 = 25.4mm = 1 inch as near as.......

The F = "filetti per pollice" or "fils par pouce" (threads per inch)

both have 24 Threads per inch but the italian thread is cut differently

You need to be careful with interchanging different threads on headsets. Shaun is completely correct, they may appear the same size i.e. 25.4 or 1", and the same amount of tpi, but the threads are cut on a slightly different angle.

English steerer and English headset is called a "CLASS A" fit (perfect)
English steerer and Italian headset is called a "CLASS B" fit. They can be used together but may be a tight fit and care should be taken as steerer threads can get damaged if headset isn't properly fitted/adjusted.
 
My 2p, I think it may be possible to alter the pitch of the threads using something called 'engineering paste' - put the paste on the threads and tighten gently, loosen and tighten a bit further round, loosen and repeat. This will alter the pitch of the threads.

Not sure if that is of any interest but it may be an option - no doubt others have tried this method.
