Innards could be completely seized!

Unlikely though with MAG's as everything is sat in a nice bath of oil.
The steerer looks a bit rusty for something 'new' though. Even the main seals and air seal tend not to perish with age. Dust seals if fitted may do though.

But possibility is there as you say.
