No it's not a cover, it actualy takes place of the spokes.
The center of each disc is bolted to the hub (using the spokes holes) and the tension is made by the thread of kevlar you see thru the cover (the cover is just here to protect the thread of kevlar, and for the aerodynamic).
Those wheels were well known in MTB back in the day (early 90's) with the "Tioga Disc Drive", which was also made by Sugino (basicaly the same as this one but for 26" wheels).
