Nice steel road F&F wanted - approx 60-62cm

I'm resuming my hunt for a road bike project; I have most of the parts I need (apart from 9 speed F&R mechs, bars & brake calipers) except a decent steel frame & forks to hang it all on

Reynolds 531 (or similar quality) frame & forks in V.G.W.O.
size 60-62cm (I'm 6'3" with very long arms)
English BB shell
ideally 130mm vertical rear drop-outs - so not necessarily vintage, but would prefer steel to alloy / carbon
ideally drilled for dual pivot brakes

My max budget = £120 posted but might go over if there's something very nice offered headset & seatpost would be a nice bonus
